Bu araştırma ile Birinci Ziraat Kongresi'nin Cumhuriyet Dönemi ziraat politikalarının belirlenmesindeki rolünü ortaya koyarak, Cumhuriyet döneminde tarımsal yapının şekillenme süreci açıklığa kavuşturulmaya çalışılmıştır. Türkiye Cumhuriyeti Devleti'nin yapılanma sürecinde İzmir İktisat, Sanayi ve Ziraat Kongreleri önemli bir yer tutmaktadır. İzmir İktisat Kongresinde alınan kararlar doğrultusunda devletin izlediği iktisat politikası, 1929 yılında dünyada yaşanan Büyük Ekonomik Buhran sonucunda iktisadi politikanın yeniden gözden geçirilmesi gerçeğini ortaya çıkarmış ve devletçilik uygulamalarını zorunlu kılmıştır. Çeşitli önlemlerle krizin etkileri giderilmeye çalışılmış, bazı ülkeler ithalatlarını kısıtlayıp yerli üretimi ve öncelikle bunların tüketimini özendirirken, Türkiye'de de buna benzer bir yöntem uygulanmıştır. Ekonomik krize bağlı olarak ortaya çıkan bu politika beraberinde yeni kurumlarında ortaya çıkmasına neden olmuştur. Bu kurumlardan biri Milli İktisat ve Tasarruf Cemiyeti'dir. Cemiyet hükümetin, dünya ekonomik buhranının Türkiye'deki tesirlerini gidermek amacıyla alacağı tedbirlerin halk tarafından benimsenmesini sağlamaya çalışmış; yerli mallarımızın miktarını, çeşitlerini ve kalitelerini arttırmak amacıyla yurt içinde Sanayi Kongresi ve Ziraat Kongresi düzenlemiştir. Bu kongrelerden Birinci Ziraat Kongresi'ni 1931 yılında ülkenin tarımsal sorunlarını ortaya koymak ve bu sorunlara çözüm yolları önermek, üretim ve ihracatın artırılması için yapılması gerekenleri tespit etmek amacıyla düzenlenmiştir. Yaptığımız çalışmanın neticesinde Kongrenin sonraki süreçte zirai alandaki girişimlere tesir ettiği de gözlemlenmiştir.

This research seeks to shed light on the process of shaping the agricultural structure in the Republic era by investigating the role of the First Agricultural Congress in making agricultural policies. The İzmir Economic, Industrial and Agricultural Congresses had a significant role in the establishment of the Republic of Turkey. The economic policy pursued by the state in accordance with the decisions taken at the Izmir Economic Congress had to be revised following Great Depression in 1929 and this necessitated statist practices. The effects of the crisis were sought to be overcome by various measures, for instance some countries restricted imports and encouraged the production and primary consumption of domestic products, and a similar method was applied also in Turkey. This policy made due to the crisis caused the emergence of new institutions. One of these institutions was the National Economy and Savings Association. The Association tried to make people adopt the measures taken by the government in order to overcome the effects of the worldwide economic crisis, and organized national Industrial and Agricultural Congresses to increase the amount, diversity and quality of domestic products. The First Agricultural Congress was organized in 1931 in order to identify the agricultural problems of the country, to propose solutions to these problems, and to determine the steps to be taken to increase production and exports. This study demonstrates that the Congress influenced the agricultural initiatives as well in the period following the congress.
