The purpose of this study is to investigate the administration of securityservices in rural areas together with historical and current structure of GendarmerieOrganization, difficulties and problems encountured in the practice regarding the domesticsecurity services in the Republic of Turkey. Furthermore, recommendations towardssolving problems appearing in the written regulations and their applications are presented.In this context, comparisons with respect to domestic security services in the EuropeanUnion (EU) countries are made. All of the works in this study are compared and contrastedwith the most current data available and, in this way, a meaningful wholness is soughtthroughout the study. Bu çalısmada, ç Güvenlik hizmetleri baglamında, kent dısı alanlarda güvenlikhizmetlerinin yürütülmesi ile Jandarma Teskilatının tarihi ve simdiki yapısı, isleyistekarsılasan sorunlar ve Avrupa Birligi ülkelerinde iç güvenlik hizmetlerinin mukayesesiyapılmaya çalısılmıs, mevzuatta ve uygulamada ortaya çıkan bu sorunlara karsı çözümönerilerine yer verilmistir.
