Ait olduğu toplum tarafından benimsensin ya da benimsenmesin her kültürel miras, tüm yönleri ile ortaya çıkarılmayı hak etmektedir. Söz konusu kültürel değerin, hedeflenene cevap vermesi beklenir. Hedeflenene ulaşmak için gerekli toplumsal hassasiyetlerin göz önünde bulundurulması, toplumun dönüşümüne bir anda değil, yavaş yavaş olanak sağlama çabaları, beklentileri karşılama derecesini artıracaktır.Tüm Anadolu coğrafyasının toplumsal, kültürel, ekonomik yapısıyla uyumlu olan bir Osmanlıcı zihniyetten bahsetmek mümkündür. Türkiye Cumhuriyeti'nin lider kadrosu, yüzünü batıya çevirerek çok yönlü inkılâp hareketleri ile mevcut dokuyu değiştirme uğraşı vermiştir; ancak yeniliklerin hızı, toplumsal dokunun değişim hızının önüne geçecektir. Bu yüzden devletin ideolojisini yerleştirmenin, toplumu dönüştürmenin, oluşturulan kurumlarla başarılması düşünülmüş; ancak çoğu zaman istenilen neticenin alınamadığı görülecektir. Bu kurumlardan biri olan Halkevleri, bazısı dışında Cizre örneğinde olduğu gibi başarılı olamayacaktır.Halkevleri, kuruldukları 1932'den kapatıldıkları 1951 yılına kadar başlangıçtaki heyecanlarını, üretkenliklerini, başarılı çalışmalarını tüm sürece yayamayacaktır. 1932'den 1938'e kadar hızlı bir gelişim kaydeden Halkevleri, bu tarihten itibaren önce II. Dünya Savaşı evresinde durağanlaşacak, daha sonra çok partili yaşamın etkisiyle gittikçe gerileyecek ve kapatılacaklardır. 1960'lı ve 1980'li yıllarda ikinci ve üçüncü kez Halkevlerini canlandırma girişimleri olmuş; ancak hem amaç hem de uygulamaları, çalışmaları itibari ile ilk dönem Halkevlerinin düzeyine çıkamamış, etkinliğini kaybetmiştir.Devlet ideolojisini toplumu dönüştürerek doğu ve güneydoğuda yerleştirme düşüncesi daha ziyade bir tür kültürel asimilasyon şeklinde gerçekleştirilmeye çalışılmıştır. Bu bağlamda Cizre Halkevi örneği üzerinden gerekçeleri ile neden başarılı olunamadığını çalışmamızda irdelemeye çalıştık.Anahtar Sözcükler: Cizre, Halkevi, İdeoloji, Şube

Every cultural heritage, whether adopted or not by its community, deserves to be brought out with all aspects. The cultural value in question is expected to respond to the targeted in which they were created. Considering the required social sensitivities to achieve the targeted, the efforts for the transformation of society not at a time, but slowly will increase the degree of the demands.It is possible to talk about the mindset of Ottomanism injected into the social, cultural, economic structure of all the Anatolian geography. Republic of Turkey's leadership tried to change the current texture, turning his face to the west, with multi-faceted reform movements; however, the rate of innovation is said to be ahead of the rate of change of social fabric. Therefore, establishment the ideology of the state, transformation of the society has been considered to be carried out by the established institutions; however, it will be seen that the desired result can not be reached. Apart from some, Community Centers, among these institutions, as in the case of Cizre will not succeed in.Community centers established from 1932 until 1951 confined the initial enthusiasm, productivity. Community centers recording a rapid growth from 1932 until 1938, since then got stationary first phase of World War II, then gradually would decrease to the effect of multi-party and closed. In the 1960s and 1980s there were attempts to revive Community centers second and third time, but they were unable to keep up the first ones and lost effectiveness.The State idea of placing in the east and southeast, converting people was carried out as a kind of cultural assimilation. In this context, we tried to investigate on the example of Cizre Community Center with the reasons why it has been failed of a successful Community Center.Key Words: Cizre, Community Center, İdeology, Branch
