Abstract

The Ottoman bureaucrats before the Tanzimat generally fulfilled classical state duties such as collecting social order and collecting taxes. After the process started with Tanzimat, the duties of the bureaucrats in the Union and Progress and then the Single Party periods were not only limited to collecting tax or public order, they had undertaken different missions. In the era of Single Party, which was ruling after the proclamation of the Republic, bureaucrats, classical and routine officials, they also added to their job descriptions the topics that they were able to take an active role in transforming society, creating a new nation, adopting the basic principles of the Republic to the people, protecting the state's superior interests, providing social and cultural services, determining economic development and development policies and running public policies. Moreover, the bureaucrats of this period were not only practitioners of the law, but were both doing and protecting the laws. The bureaucrat class, who undertook important duties in the establishment of the Republican principles, legitimated every public policy they enacted as sacred while fulfilling these duties

Tanzimat öncesi Osmanlı bürokratları, genel olarak toplumsal düzeni sağlamak ve vergileri toplamak gibi klasik devlet görevlerini yerine getirirken Tanzimat ile başlayan süreçten sonra önce İttihat ve Terakki sonra da Tek Parti dönemlerinde bürokratların görevleri, sadece vergi toplamak veya kamu düzenini sağlamakla sınırlı kalmamış, topluma etkin şekilde müdahele edebilecekleri farklı misyonlar da üstlenmişlerdir. Cumhuriyetin ilanı sonrası iktidara gelen Tek Parti döneminde bürokratlar, klasik ve rutin vazifelerinin yanı sıra; toplumu dönüştürmek, yeni bir ulus oluşturmak, Cumhuriyetin temel ilkelerini halka benimsetmek, devletin üstün menfaatlerini korumak, sosyal ve kültürel hizmet sunmak, ekonomik kalkınma ve gelişme politikaları belirlemek, kamu politikalarını yürütmek gibi aktif rol alabildikleri başlıkları da görev tanımlarına eklemişlerdir. Ayrıca bu dönem bürokratları sadece yasaların uygulayıcısı olmayıp, o yasaları hem yapan hem de koruyan olmuşlardır. Cumhuriyet ilkelerinin yerleşmesinde önemli görevler üstlenen bürokrat sınıf, kutsal addettikleri bu görevleri yerine getirirken uyguladıkları her kamu politikasını meşru kabul etmişlerdir.
