While social order is protecting by rules of criminal law, public service order is protected by rules of discipline law. Various assignments, duties, responsibilities and prohibitions were placed for civil servants by laws, statutes and regulations to execute of public service as required or prevent of any disruptions in public services. Infraction of this regulations, it must be infl icted disciplinary punishment on public servant. The whole rules, which determined the principles and procedures of the disciplinary punishment, are called disciplinary law. In this study, firstly, focuses on the concept of discipline, and the disciplinary offenses or punishments which falled within Civil Servants Act and some specific laws. And then, it has been studied with the competent authorities for the imposition of disciplinary punishment, and the duties and commands of these authorities

Genel toplum düzeni ceza hukuku kuralları ile korunurken kamu hizmeti düzeni ise disiplin hukuku kuralları ile korunmaktadır. Kamu hizmetlerinin yürütülmesinde aksaklık yaşanmaması ya da kamu hizmetlerinin gereği gibi yürütülmesi amacıyla kanun, tüzük ve yönetmeliklerde kamu personeline yönelik olarak çeşitli ödev, görev, sorumluluk ve yasaklar konulmuştur. Anılan kurallara uyulmaması kamu personeline disiplin cezası verilmesini gerektirmektedir. Disiplin cezası verilmesinin usul ve esaslarını belirleyen kurallar bütününe ise disiplin hukuku denilmektedir. Bu çalışmada önce disiplin kavramı ile Devlet Memurları Kanunu ve bazı özel kanunlarda yer alan disiplin suç ve cezaları üzerinde durulmuştur. Daha sonra disiplin cezası vermeye yetkili kılınmış makamlar ile bu makamların görev ve yetkileri irdelenmeye çalışılmıştır
