Abstract

Tarihsel süreç içerisinde finansal krizler oluşmaktadır.Türkiye'de 1980 sonrası dönemde gündeme gelen yapısal dönüşüm ile birlikte ortaya çıkan ekonomik gelişmeleri değerlendirebilmek,ekonomik krizlerin bir daha yaşanmasını engelleyecek gerekli önlem ve politikaları ortaya koyabilmek için Türkiye'deki 1994-2001 ekonomik krizleri ve bu krizlere etki eden IMF politikaları ele alınmıştır.Bu incelemeler,Türkiye'de ortaya çıkan ekonomik krizlerin başlıca nedenlerini ekonomik, politik ve sosyo?kültürel alanlardaki dengesizliklerin oluşturduğunu göstermiştir.Son dönemlerde oluşan ekonomik krizler IMF'ye dikkatleri daha fazla çekmiştir.IMF, kriz ülkelerinde piyasa güvenini yeniden kazanmak ve rezervleri yeniden yapılandırmak için büyük kredi paketleri vermektedir. IMF; geniş krediler, sıkı para ve maliye politikaları ve yapısal reformların birleşimini kullanarak güveni yeniden oluşturmaya çalışmaktadır.Bu reformlar,gelişmekte olan ülkelerin açık pozisyonlarını hızlı bir şekilde kapatmak amacıyla düzenlenmektedir. Son dönemdeki finansal krizlerde böyle bir yapı içinde ortaya çıkan ve 1980 sonrası ilk ciddi kriz olma niteliği taşıyan 1994 ve 2001 yılı krizlerinin Türkiye'de ekonomik ve sosyal maliyeti çok yüksek olan kayıplara neden olduğu,uygulanan istikrar programlarının ise her seferinde yeniden başa dönülmesi gibi başarısız sonuçlar doğurduğu görülmüştür.Bu çalışmanın ana amacı 1994-2001 finansal krizlerle ilgili literatürün taranması ve IMF'nin bu krizlere yaklaşımının gözlenmesidir. Son dönem finansal krizler; IMF politikaları ve Türkiye 1994-2001 deneyimleri dikkate alınarak incelenmektedir.

In historical process there have been occurring financial crises. In Turkey the economic crisis that were lived after 1980s in order that IMF produces the necessary measures and policies which would prevent the economic crisis from being lived once more and to assess the economic developments that arised with the structural transformation in Turkey were analyzed.With this purpose; ` in which kind of million an economic crisis can arise? is examined and possible crisis kinds an the sociocultural,politic,economic reasons of these crisis in both are researched. International financial crises occurring in recent years have brought much attention to the International Monetary Fund (IMF). IMF has been giving the big loan packages to rebuild reserves and renew market confidence in the crisis country. IMF has been trying to restore confidence by using a combination of large loans, tight monetary and fiscal policies and structural reforms. These reforms have been designed in order to close fastly shortfall position of developing countries.It is seen that; the crisis of 1994 and 2001 that arised in such a structure,caused losses of which economic and social cost was very high in Turkey and the stabilization programmer that were applied,produced unsuccesfull results such as being turned back again.The main aim of this study is to scan literature about 1994-2001 financial crisises and observe the approaches of IMF to this financial crisises. In this study, recent financial crises and the policy of the IMF are examined by giving emphasis to the experience of Turkey 1994-2001.
