Abstract

With the increase in daily air traffic in Istanbul, the existing airports started to become inadequate over time. Atatürk Airport, which is the first airport of Istanbul on the European Side, has remained in the center of the city over time. With the decision that Atatürk Airport could not meet the capacity according to the data of the Ministry of Transport, the construction of a new airport was planned and put into operation. In this thesis, it is aimed to compare the effect of the closure of Istanbul Atatürk Airport, which is connected to the urban traffic with a high-capacity public transportation system such as the metro, and the traffic demand that will be created by the highway-dependent Istanbul Airport, on the current Istanbul urban traffic. Within the scope of this study, the effect of the new airport on the traffic of Istanbul, which is currently experiencing heavy traffic, was investigated. The RTMS, trip data and vehicle count data obtained from the Ministry of Transport, IMM were analyzed. These data were compared on the basis of before and after the opening of the new airport using the graphical method and its effect on urban traffic was observed. After the opening of the new airport, with the closure of the existing Atatürk Airport, as a result of the flights being made from the new airport, the urban traffic was directed here in a way dependent on the highway. In order to reduce this density on the urban highway, it was concluded that the IMM and the Ministry of Transport should increase their efforts to increase the rail systems together. It is thought that reducing the dependence on highways and increasing the use of rail systems throughout the city will positively affect urban traffic.

İstanbul’da günlük hava yolu trafiğinde yaşanan artış ile birlikte mevcut havalimanları zamanla yetersiz kalmaya başlamıştır. Avrupa Yakasında bulunan İstanbul’un ilk havalimanı olan Atatürk Havalimanı zamanla şehrin merkezinde kalmıştır. Atatürk Havalimanı Ulaştırma Bakanlığı verilerine göre kapasiteyi karşılayamayacağı kararıyla yeni havalimanı yapılması planlanmış ve devreye girmiştir. Bu tez çalışmasında, kent içi trafiğine metro gibi yüksek kapasiteli toplu taşıma sistemi ile bağlı olan İstanbul Atatürk Havalimanının kapatılması ile karayoluna bağımlı İstanbul Havalimanı’nın oluşturacağı trafik talebinin mevcut İstanbul kent içi trafiğine olan etkisi karşılaştırılmak amaçlanmıştır. Bu çalışma kapsamında, yeni havalimanının hâlihazırda yoğun trafiğin yaşandığı İstanbul’un trafiğine etkisi araştırılmıştır. Ulaştırma Bakanlığı, İBB’ den elde edilen RTMS, yolculuk verileri, araç sayım verileri kullanılarak analiz edilmiştir. Bu veriler grafik yöntemi kullanılarak yeni havalimanının açılışının öncesi ve sonrası baz alınarak karşılaştırılmış ve kent içi trafiğe olan etkisi gözlemlenmiştir. Yeni havalimanının açılmasının ardından mevcut Atatürk Havalimanı’nın kapatılması ile birlikte uçuşların yeni havalimanından yapılması sonucu kent içi trafik karayoluna bağımlı bir şekilde buraya yönlenmiştir. Kent içi karayolunda yaşanan bu yoğunluğun azaltılması için öncelikle İBB ve Ulaştırma Bakanlığı’nın birlikte raylı sistemlerin arttırılması yönünde çalışmalarını arttırmaları sonucuna varılmıştır. Kent genelinde karayoluna olan bağımlılığın azaltılıp raylı sistemlerin kullanımının arttırılması kent içi trafiği olumlu yönde etkileyeceği düşünülmektedir.
