ÖZET Günümüz dünyasında uluslararası ticaretin giderek artması ve ülkeler için önemli hale gelmesi ile birlikte, bu ticarette büyük bir payı olan lojistiğin de önemi artmıştır. Rekabet ortamının etkisi ile ülkeler stratejik anlamda kilit bir rolü olan lojistik sektörüne odaklanmışlardır ve uluslararası ticarette varlıklarını gösterebilmek için lojistik sektörüne daha fazla değer vermeye başlamışlardır. Lojistiğe olan bu yöneliş ile birlikte, bu sektörde ülkelerin performans seviyelerinin net bir biçimde görülebilmesi ihtiyacı ortaya çıkmıştır. Bu kapsamda birçok indeks geliştirilerek ölçümler yapılmıştır. Bu ölçümlerden bir tanesi Dünya Bankası’nın yapmış olduğu Lojistik Performans İndeksi (LPI)’dır. Yapılan bu çalışmada lojistik performans konusuna odaklanılmıştır. Türkiye ve komşu ülkelerin lojistik performanslarına göre değerlendirilmesi amaçlanmıştır. Seçilen ülkelerin lojistik performanslarının değerlendirilmesi için Dünya Bankası LPI çalışmasında kullanılan kriterler dikkate alınmıştır. Lojistik performansın ölçümü için Çok Kriterli Karar Verme Tekniklerinden (ÇKKV) “Bulanık AHP” (BAHP) ve “Bulanık TOPSIS” yöntemleri bütünleşik şekilde kullanılmıştır. Kriterlerin ağırlıklandırılması için BAHP ve ülkelerin lojistik performanslarına göre sıralanması için ise etkin sıralama yöntemlerinden Bulanık TOPSIS tercih edilmiştir. ABSTRACT Today, with the increasing international trade and becoming important for the countries, the importance of logistics, which has a large share in this trade, has also increased. With the influence of the competitive environment, countries have focused on the logistics sector, which has a strategic role. With the focus of the countries on logistics, the need for a clear view of the logistics performance levels of the countries has emerged. In this context, many indices have been developed and measurements have been made. One of these measurements is the Logistics Performance Index (LPI) made by the World Bank. This study focused on logistics performance. The purpose of the study; to evaluate the logistics performance of Turkey and neighboring countries. The criteria used in the World Bank LPI study were taken into consideration in order to evaluate the logistics performance of the selected countries. For the measurement of logistics performance, “Fuzzy AHP” (FAHP) and “Fuzzy TOPSIS” methods from Multi Criteria Decision Making Techniques (MCDM) were used in an integrated. Fuzzy AHP method was preferred for the weighting of the criteria and Fuzzy TOPSIS, which is one of the effective sorting methods, was preferred to rank the countries according to their logistics performance.
