Türkiye'nin tehdit algılamalarının Kopenhag Okulu güvenlik yaklaşımı çerçevesinde analizi (1923-1938)

Abstract

Bu tezin amacı, Türkiye Cumhuriyeti Devleti'nin yeni bir devlet olarak uluslararası sistem içinde yerini almasından itibaren 1938'e kadar geçen süreçte, tehdit algılamaları ve güvenlik politika süreçlerinin, Yeni ve Eleştirel Güvenlik Çalışmaları içinde yer alan Kopenhag Okulu'nun güvenlik yaklaşımı ile analiz edilmesidir. Mustafa Kemal Atatürk'ün güvenlikleştirici aktör rolünde olduğu 1923-1938 yılları arasında, Türkiye'nin ulusal güvenlik algısını (iç-dış politika etkileşimi ile bölgesel ve uluslararası düzeyler yönüyle) analiz edebilmek amacıyla, iki savaş arası dönemi Türkiye'sine, ulusal güvenlik sorunu yaratan Musul sorunu, Balkan Antantı ve Sadabat Paktı örnek olaylar olarak seçilerek incelenmiştir. Kuramsal bağlamda Kopenhag Okulu'nun sektörel güvenlik yaklaşımı (askeri, siyasi, ekonomik, toplumsal ve çevresel), güvenlikleştirme teorisi ve bölgesel güvenlik kompleksi teorisi temel alınmıştır. Analiz sonucunda, Türkiye'nin batı ve güneydoğu bölgelerindeki komşu devletlerle, ulusal güvenliği bağlamında bölge barışını kurmak ve sürekliliğini sağlamak için 'yalıtkan ve tampon devlet' rolü dışında, 'bölgesel denge kurucu' rolü ile hareket ettiği tespit edilmiştir. Sonuç olarak, '1923-1938 yılları arasından seçilmiş örnek olaylar çerçevesinde Türkiye'nin tehdit algılamaları ve güvenlik politika süreçlerinin, Kopenhag Okulu'nun güvenliğe bakış açısıyla analiz edilebilir mi?' şeklindeki temel araştırma sorusunun varsayımı doğrulanmıştır. Aynı zamanda, Kopenhag Okulu'nun, Soğuk Savaş sonrası döneme özgü olan kuramsal ve kavramsal esaslarının, iki savaş arası dönem gelişmelerine de uygulanabileceği tespit edilmiştir.
