Türkiye’nin Tekstil ve Konfeksiyon Sektörünün Karşılaştırmalı Rekabet Analizi

Abstract

The aim of this study is to determine a sustainable competitive advantage of Turkey;amp;#8217;s textile and clothing sector which is one of Turkey;amp;#8217;s most important exports factor. In this context, the current state and the level of competition of the industry has been analysed in the most important markets which are the EU-27, the United States and the Middle East - North Africa. Turkey;amp;#8217;s textile and clothing export performance with its major trading partners is analysed by using Standard International Trade Classification Rev.3, three digit data which were provided by the United Nations Conference on Trade and Development and Turkish Statistical Institute;amp;#8217;s database and calculated with the help of data from the 26/65/84 coded product groups for the period 1995 ;amp;#8211; 2012. The evaluation of Turkey;amp;#8217;s textile and clothing export performance was based on Revealed Comparative Advantage, Revealed Competitive- ness and Comparative Export Performance indices. The results reveal that the maintain the importance of the Turkey;amp;#8217;s textile and clothing industry but its gradually decreased in terms of certain product groups in its major trading markets.

Bu çalışmanın amacı, Türkiye’nin en önemli ihracat unsurlarından biri olan tekstil ve konfeksiyon sektörünün rekabet avantajının sürdürülebilirliğini saptamaktır. Bu kapsamda Türkiye’nin en önemli pazarları olan Avrupa Birliği, Amerika Birleşik Devletleri ve Orta Doğu-Kuzey Afrika’da sektörün rakip ülkelere göre mevcut durumu ve rekabet düzeyi analiz edilmiştir. Söz konusu analiz, 1995 – 2012 dönemine ait, Birleşmiş Milletler Ticaret ve Kalkınma Konferansı ve Türkiye İstatistik Kurumu’nun veri tabanından sağlanan, tekstil ve konfeksiyon sektörünü temsil eden, Uluslararası Ticaret Sınıflandırması Rev.3’e göre, 3 haneli, 26/65/84 kodlu ürün gruplarına ait veriler yardımıyla hesaplanan Açıklanmış Karşılaştırmalı Üstünlükler, Göreli Rekabet Üstünlüğü ve Karşılaştırmalı İhracat Performansı indekslerine göre yapılmıştır. Analiz sonuçları, Türkiye açısından sektörün azalan bir seyirle önemini koruduğunu; söz konusu pazarlarda rekabet avantajının belli ürün gruplarında sürdüğünü ancak bu avantajın giderek azaldığını göstermektedir.
