Abstract

This study aims at finding out the clues regarding what decision makers should do on developing policies that will provide the farmers to angage in via production plans. Under this framework, the farmer attitudes toward the approaches in scenarios representing various policies were analyzed and policy components that makes farmers’ tendency maximum the application of production plans were elicited. Data of the study was obtained from a face to face survey carried out in Izmir province, Menemen, Torbalı and Tire. Sample size was calculated as 120 via proportional sampling with 90% confidence interval and 7.5% error margin. BeCA (Best Combination of Alternatives), a mathematical programming model with integer results, was applied to determine which components should be involved in the policies that makes the farmers’ tendency for application of production plans. BeCA presents optimum combination of farmer preferences. This study developed 3 different approaches each covering most applicable policy components and presents descriptive statistics of them. The most applicable approach obtained from BeCA was the model pointing out a policy assuming that the objective function of the production plan is a production with the highest income, the constraints are land size and amount of capital and size and support is from the Ministry of Agriculture engineers. © 2019, Centenary University.
