SSCB Sonrası Bağımsız Türk Cumhuriyetlerinde Azınlıklar Rejimi

Abstract

Sovyetler Birliği’nin dağılmasından sonra, bölgede azınlıklar sorunu ortaya çıktı. Bu makalede, Türk cumhuriyetlerindeki azınlıklar rejimi incelenmiştir. Bu rejim öncelikle cumhuriyetlerde var olan azınlıkları tanıyan Sovyet geleneğini devam ettirmektedir. İkinci olarak Türk cumhuriyetlerindeki tüm azınlıklar diğer vatandaşlar gibi herhangi bir ayırım yapılmaksızın kanun önünde eşittir. Ayrıca bu genel ilke ile beraber, iç hukuk belgelerinde olduğu kadar evrensel, bölgesel ve iki taraflı antlaşmalarda da Türk cumhuriyetlerinde pozitif azınlık hakları tanınmıştır. Bu hakların yerine getirilmesinde cumhuriyetlerde herhangi bir sorun yoktur. Bununla birlikte Dağlık Karabağ’da Ermeni işgali devam etmektedir.
