Darülfünun consisting of the faculties of Science, Theology, and Literature, in addition to Mekteb-i Tıbbiye-i Mülkiye (the Ottoman Medical School) and Mekteb-i Hukuk-ı Şahane (the Ottoman Law School). The young graduating from İdadî or Sultanî (High-School Education) and equivalent schools made great efforts to enrol in Darülfünun to improve their knowledge and be appointed as civil servants. Although some students abided by the registration-admission rules, others applied with imitated papers and falsified diplomas or education certificates. These learners, who cooperated with the forgery networks or the Darülfünun registrars, had illegally signed up at the university. However, a denunciation in March 1913 revealed these impostures. The Education Minister Ahmed Şükrü Bey (1913-1917) focused on the issue meticulously, and the investigation starting in the Law Department expanded and spread to other faculties and high schools. The commissions formed to conduct examinations determined that 85 undergraduates in total at the faculties applied with false, distorted, or insufficient parchments/certifications. Students mixed up the deception were dismissed from the university, and some members of the criminal network were arrested. Correspondingly, officers and supervisors at the university who were realized to be negligent in their duties or discovered to be part of an offender organization were suspended from their jobs. Then, the legal proceedings had begun against them. This study covers the emergence of forgery in diplomas that broke out at the Darülfünun, the students presenting fake certificates, and the Government's reaction and measures against the disruption.
