Some Determinations on Turkish-Albanian Relations in Atatürk’s Period According to Reports of Turkish Embassy

Abstract

Bu araştırmada Türk elçilik raporlarına yansıyan Atatürk dönemi Arnavutluk Türkiye ilişkileri ele alınmıştır. 1926’da Türkiye’nin büyükelçi atamasıyla başlayan diplomatik ilişkilerde, 1928 ve 1936’da geçici kırılmalar yaşanmışsa da, ilişkilerin özü, “5 asırlık Türk-Arnavut dostluk ve kardeşliği” çerçevesinde seyretmiştir. 1926’dan 1938’e kadar 12 yıllık sürede, henüz literatüre yansımamış arşivlerin tozlu rafları arasında kalan Türk elçilik raporları ışığında Türkiye – Arnavutluk ilişkilerine dair önemli bazı tespitler ortaya çıkmıştır. Türk- Arnavut ilişkileri çerçevesinde Elçilik raporlarına yansıyan belli başlı konular şunlar olmuştur: Arnavutluk’un İtalya ile olan problemleri, ilişkileri ve bunun Türkiye’ye etkileri; Arnavutluk’taki ekonomik kriz; Yugoslavya’nın kendi sınırları içindeki Arnavut ve Türkler’i göçe zorlaması ve Balkanlar’daki Türk ve Arnavut azınlıkların durumu; İtalya-Yugoslavya yakınlaşması ve Balkanlar’ın denge ve istikrarında Türkiye’nin rolü; Türkiye’deki ekonomik kalkınma hamlelerinin Arnavutluk’a tesiri; Tiran’ın imarı meselesi ve Türk inkılabının Arnavutluk’taki etkileri. 

In this study, Albanian Turkish relations reflected on the reports of Turkish Embassy in Ataturk’s period is dealt with. Although there were some temporary breaks, in 1928 and 1936 in diplomatic relations started in 1926 with the appointment of Turkish ambassador, the essence of the relations proceeded in the frame of “a 5 century old Turkish-Albanian fraternity.” Some significant determinations about Turkish-Albanian relations came into light in the light of the reports of Turkish Embassy found among archives left on the dusty shelves in a 12 year period from 1926 to 1938. The certain topics that reflects on the Turkish Embassy reports within the frame of the relationship of Turks and Albanians: The problems of Albania about Italy and its effects on Turkey; The economic crisis in Albania; Yugoslavia, forcing Albanians and Turks to immigrate; The position of the Turks and Albanians in Balkans; The effects of development affects of Turkey on Albania; The issue of zoning Tiran and the effects of Turkish revolution on Albania.
