Autonomia pela assertividade: a política externa brasileira do Partido dos Trabalhadores (2003-2010)

Abstract

Este trabalho tem por objetivo analisar a política externa brasileira no governo Luiz Inácio Lula da Silva (2003-2010). Primeiramente foi realizado um levantamento histórico da formação do Partido dos Trabalhadores, a fim de caracterizar o pensamento petista sobre a política externa. Buscamos semelhanças e divergências entre partido e governo, desenhando um paralelo com os princípios tradicionais da diplomacia brasileira para identificar as linhas de ruptura e de continuidade. Posteriormente, foi apresentado os conceitos de autonomia pela distância, autonomia pela participação e autonomia pela diversificação. Sustentamos que o conceito de autonomia pela diversificação não traduz de maneira consistente a política externa brasileira durante o governo Lula, sendo, portanto, necessário cunhar outro conceito: o da autonomia pela assertividade. Sua premissa básica é a de uma política externa mais afirmativa no que diz respeito à defesa dos interesses brasileiros perante os demais países do sistema internacional. O conceito de autonomia pela assertividade seria representado na prática pela adesão do país aos princípios e às normas internacionais via alianças Sul-Sul, reivindicando diversas polaridades como princípio ordenador da política internacional contemporânea. Nesse sentido, é demonstrado o protagonismo brasileiro na formação de alianças estratégicas, a priorização da América do Sul e a preferência pelo eixo Sul-Sul nas relações internacionais do Brasil

This work aims to analyze the Brazilian foreign policy in the government Luiz Inacio Lula da Silva (2003-2010). Firstly we make a survey of the formation of the Workers Party in order to characterize their thought about foreign policy. We seek similarities and differences between party and government, drawing a parallel with the traditional principles of Brazilian diplomacy to identify the lines of rupture and continuity. Later, we present the concepts of autonomy through distance, autonomy through participation and autonomy through diversification. We argue that the concept of autonomy through diversification does not translate consistently in the Brazilian foreign policy during the Lula government, therefore, we need to forge another concept: autonomy through assertiveness. Its basic premise is that of a more assertive foreign policy regards to the defense of Brazilian interests before other countries in the international system. The concept of autonomy through assertiveness in practice would be represented by the country's accession to the principles and international standards through South-South alliances, claiming various polarities as ordering principle of contemporary international politics. In this sense, it is explained the Brazilian role in the formation of strategic alliances, the prioritization of South America and the preference for the South-South of Brazil in international relations
