Políticas de governo aberto: a experiência da prefeitura municipal de São Paulo

Abstract

A ideia de abrir governos não é algo novo, porém, nos dias de hoje, diversos contextos levaram a uma conjuntura muito favorável para que esse tema pudesse entrar na agenda política: a crise nos modelos de democracias liberais representativas; as novas tecnologias que propõem formas inovadoras de comunicação; e o anseio de parte da população por governos mais transparentes e participativos que revelaram um Estado ineficiente, fechado e opaco. Diante disso, a política de Governo Aberto surge como um instrumento de políticas públicas que visa justamente lidar com tais problemas e construir caminhos para superá-los. Nesse contexto e considerando que a Agenda de Governo Aberto foi idealizada para Estados nacionais, este trabalho pretende apresentar argumentos para a adoção dessa agenda por governos locais. Uma ação inovadora, uma vez que entendemos que as possibilidades de participação cidadã, promoção da transparência e o desenvolvimento de ferramentas tecnológicas que permitem a abertura dos governos têm grande potencial de se consolidar e se efetivar enquanto transformação da cultura política no lócus do espaço urbano. Sendo assim, a pesquisa se apoiará em informações, dados e resultados relacionados a uma experiência local de implementação dessa agenda, qual seja, a São Paulo Aberta, que é a iniciativa de Governo Aberto da cidade de São Paulo e, por meio de pesquisa exploratória e pesquisa-ação, buscará discutir a capacidade das iniciativas de Governo Aberto enquanto um possível fio-condutor do processo de aprofundamento das experiências democráticas.

The ideia of opening governments is not something new, however, nowadays many contexts led to a favorable conjuncture so this subject could get in the policy agenda. The crisis in the models of liberal representative democracy; new technologies that propose innovative forms of communication and the part of population yearning for more transparent government revealed an inefficient State, closed and opaque. Thus, the Open Government rises as an instrument of public policy, which intends to deal precisely with this issues and find ways to overcome them. In this context and considering that the Open Government Agenda was idealized for nation States, this work aims to present arguments for the adoption of this agenda by local governments. This innovation action assume that the possibilities for citizen participation, the promotion of transparency and the development of innovative tools that alow the opening of governments may be essencial for the urban spaces. This research will be supported by information, data, and results related to one of this experiencies, named São Paulo Aberta, which is the initiative of Open Government from the São Paulo city hall and for this, will be use the exploratory research and action-research seeking to debate about the deepening of the democratic process experiences.
