O Brasil e o novo desenvolvimentismo

Abstract

El escenario económico global, desde finales de lo años 1980, fue marcado por la hegemonía política y económicade la ortodoxia liberal. La fuerza de un gran pacto político que agregó al sector financiero, a los rentistas y el gran capital internacional, y que tenía el “Consenso de Wa- shington” como su base teórica, llevo a los países latinoamericanos a adoptar políticas de liberalización como la abertura del comercio, la privatización y la desregulación. El fracaso de estas políticas, que se manifiesta en el desempleo, en la vulnerabilidad externa y en lo bajo crecimiento, ha dado lugar a un cambio en rumbo económico, sobretodo después de la elección del presidente Lula, en Brasil. En este contexto, se observa una reorientación del rol del Estado brasileño, en respuesta a un movimiento de su propia sociedad organizada, para poner en práctica una nueva estrategia nacio- nal, con el Estado como promotor del desarrollo. En esta una nueva estrategia, la acción del Estado se convierte en “estratégica” y no “sistémica”, actuando para fortalecer las empresas nacionales en sectores estratégicos y competitivos en nivel internacional. En este proceso, toma curso de una nueva estrategia de desarrollo, en lo que hemos adoptado la conceptualización de lo que Bresser-Pereira llama el “nuevo desarrollismo”.

O cenário econômico mundial, a partir do final dos anos 1980, foi predominantemente marcado pela hegemonia da ortodoxia política e eco- nômica. A força de um grande pacto político que reuniu o setor financeiro, rentistas e o grande capital, e que teve o Consenso de Washington como balizador, induziu os países a adotarem políticas liberalizantes como a abertura comercial, as privatizações e desregulamentação. O fracasso dessas políticas, que se manifestou no desemprego, na vulnerabilidade externa e no baixo crescimento, levou a uma modificação nos rumos econômicos, particularmente após a eleição do presidente Lula. No bojo desta conjuntu- ra, podemos perceber uma reorientação do papel do Estado brasileiro, em resposta a uma movimentação da própria sociedade organizada em aplicar uma nova estratégia nacional, tendo o Estado como indutor do desenvolvimento. Nesse projeto de uma nova estratégia, a ação do Estado torna-se estratégica e não sistêmica, voltando-se para fortalecer empresas nacionais em setores estratégicos e competitivos internacionalmente. A esse processo em andamento de uma nova estratégia de desenvolvimento adotamos como a conceituação do que Bresser-Pereira denomina de novo- desenvolvimentismo.

The global economic scenario, from the late 1980s, it was predominantly marked by the hegemony of political and economic orthodoxy. The strength of a great political pact that brought together the financial sector, rentiers and the big capital, and had the Washington Consensus as base, induced countries to adopt liberalizing policies such as trade liberalization, privatization and deregulation. The failure of these policies, manifested in unemployment, external vulnerability and low growth has led to a change in economic direction, particularly after the election of President Lula. Amid this situation, we can see a reorientation of the role of the Brazilian state, in response to a movement of their own society organized to implement a new national strategy, with the state as a promoter of development. In this project of a new strategy, the state action becomes strategic and not systemic, turning to strengthen national companies in strategic sectors and internationally competitive. In this ongoing process of a new development strategy, we adopted the conceptualization of what Bresser-Pereira calls the new developmentalism.
