Abstract

This article intends to support that, in the current world-wide historical picture, the problem of the national security and the sovereignty cannot be analyzed with the same concepts of before: it is not plus a question of State in strict direction, nor very but a military problem, despite it continues to be one matter of state. The problem left to belong exclusively to the field of the relations between States and became a problem of the communities as a whole, governments, companies, civil societies, citizens. It exceeded the national borders, for more than it continues to take root in concrete national experiences and to find, in these experiences, good part of its determination. Exactly by this, it cannot be decided nor “out” of the State or “without” the State, nor exclusively for the State.

Este artigo pretende sustentar que, no atual quadro histórico mundial, o problema da segurança nacional e da soberania não pode ser analisado com os mesmos conceitos de antes: não é mais uma questão do Estado em sentido estrito, nem muito menos um problema militar, ainda que continue a ser uma questão de Estado. O problema deixou de pertencer exclusivamente ao campo das relações entre Estados e tornou-se um problema das comunidades como um todo, povos, governos, empresas, sociedades civis, cidadãos. Ultrapassou as fronteiras nacionais, por mais que continue a se enraizar em experiências nacionais concretas e a encontrar nelas boa parte de suas determinações. Justamente por isto, não pode ser resolvido nem “fora” do Estado ou “sem” o Estado, nem exclusivamente pelo Estado.
