El sindicalismo en la gobernanza del trabajo en España. Cambios y retos organizativos y estratégicos

Abstract

El presente documento de trabajo presenta una aproximación inicial a los cambios normativos, tecnológicos y de gobernanza del trabajo en España en los últimos veinte años del lado de las organizaciones sindicales más representativas. La década de 1990 inicia un debilitamiento general de los sindicatos en Europa que se ha intensificado a partir de 2008, con el inicio de la crisis económica. El diálogo social ha sido el principal damnificado con los cambios iniciados a partir de esa última fecha. Sindicatos tan dependientes de su papel institucional como los españoles debería abrir un espacio de reflexión para hacer un replanteamiento general estratégico y táctico. Las nuevas propuestas deben estimar el acercamiento de colectivos poco o nada sindicados, singularmente caracterizados como «atípicos» y que engloban colectivos de trabajadores definidos por su juventud y la precariedad de sus empleos. Para ello, deben generar y restaurar alianzas sociales, económicas y políticas a nivel nacional, pero también, en una economía internacionalizada, a escala internacional, singularmente en la franja Sur de Europa.
