Uno de los problemas con mayor nivel de discusión en los países federales suele ser la desigualdad en la distribución de los recursos entre los Estados. Discusión que suele dar lugar a la aplicación de sistemas de transferencias destinados a equilibrar los recursos de los Estados. Con el presente trabajo nos proponemos analizar la distribución de dichos recursos antes y con posterioridad a la aplicación de los programas de transferencias de la Commonwealth en Australia. Para ello, tras una breve introducción, en el apartado 2 se proponen los instrumentos de medición de la desigualdad y la progresividad en la distribución de recursos. En el apartado 3 se describe brevemente la estructura de las transferencias en Australia. En el apartado 4 se analizan los resultados obtenidos en su conjunto y por grupos de instrumentos. Y en el apartado 5 se resumen las conclusiones.

Inequality in the distribution of the resources among the States is one of the topics with more debate in the federal countries. This discussion usually generates the application of transfer systems for balancing the resources of the States. In this paper we analyse the distribution of these resources before and after transfer systems of the Commonwealth in Australia. After an introduction, in the second part we propose the measurement tools of inequality and progressiveness in the distribution of resources. In the third part we describe the structure of the transfers in Australia. In the fourth part we analyse the results in whole and for set of finance resources. Finally, in the sixth part we summarize the conclusions.
