El artículo 3 del Convenio Multilateral Iberoamericano de Seguridad Social delimita el ámbito material mínimo de aplicación del Convenio y, del mismo modo que posibilita su apertura a otras prestaciones, deja abierta la posibilidad de que los Estados parte excluyan determinadas prestaciones de su ámbito de aplicación haciéndolo constar en el Anexo II, y siempre que no se trate de ninguna de las expresamente incluidas en dicho ámbito mínimo de aplicación. En este trabajo se analizan cada una de las prestaciones que los Estados signatarios del Convenio han excluido de la aplicación de las reglas del Convenio Multilateral Iberoamericano de Seguridad Social.
Article 3 of the Ibero-American Multilateral Agreement on Social Security defines the minimum scope of application of the Convention and, in the same way as it allows for its opening to other benefits, leaves open the possibility for States parties to exclude certain benefits from its scope of application by making a statement in Annex II, provided that they are not any of those expressly included in said minimum scope of application. This paper discusses each of the benefits that the signatory States of the Convention have excluded from the application of the rules of the Ibero-American Multilateral Agreement on Social Security.
