Gobernanza global desde la perspectiva de género

Abstract

La forma en que los diferentes niveles de gobiernos han activado, decidido e implementado leyes y decisiones se ha mostrado, hasta ahora, como uno de los instrumentos más eficaces en la lucha por la igualdad entre los géneros. Sin embargo, la capacidad de transformación de la realidad social desde los diferentes niveles de gobierno aunque grande y eficaz hasta ahora, tiene también sus limitaciones. Por ello, desde una perspectiva feminista interesada principalmente en la transformación igualitaria de la realidad social se entiende que hay que comprender la gobernanza en un sentido más amplio para atravesar y superar esas limitaciones. En los últimos años están apareciendo voces críticas contra las políticas feministas institucionales que apuntan a la necesidad de reconceptualizar la manera de comprender y accionar la agenda por la igualdad para que ésta no se paralice o retroceda. En este punto es donde entendemos que entra la necesidad de entender el concepto de gobernanza en un sentido amplio, para que incluya la incorporación efectiva de la sociedad civil, y en concreto de los movimientos feministas y asociaciones de mujeres por la igualdad. Cómo hacer esto resulta clave para salir de un discurso igualitarista institucional que a veces se está mostrando despolitizador, en la medida en que se ha vuelto tecnocrático, clientelista y resubordinante.
