Abstract

Türkiye’de kadınların IKO’ nı etkileyen unsurları tespit etmeye yönelik bu çalışmada 1988-2001 dönemi için ; Türkiye geneli, kırsal ve kentsel alanlara ilişkin panel veri kullanılarak kısıtlı en küçük kareler regresyonu ile birimlere özgü sabit terimlerle sabit etkiler ve rassal etkiler modelleri kullanılmıştır. Modellerde denenen çok sayıda makro özellikli değişkenlerden anlamlı bir sonuç elde edilemezken; kadın aktif nüfusu içinde ev kadınlarının oranı, istihdam edilen kadın işgücü içinde ücretsiz aile işçilerinin oranı ve 12 + yaş nüfus içinde toplam emeklilerin oranı değişkenlerinden beklenen yönde ve anlamlı sonuçlar elde edilmiştir. Türkiye’de kadın işgücüne katılımının makro nitelikteki değişkenlere karşı doğrudan duyarlı olmayıp, gruba özgü ve mikro özellik taşıyan değişkenlerden etkilenmesi önemli bir ampirik bulgudur. Bu sonuç ülkemizde kadın işgücünün emek piyasalarına katılım kararında; ücretler, enflasyon, büyüme oranı, işsizlik oranı gibi unsurların doğrudan etkili olmadığı ve kadın işgücünün emek piyasaları ile yeterince bütünleşemediği anlamına gelmektedir. Dünyanın gelişmiş ve gelişmekte olan çoğu ülkesinin aksine Türkiye’de kadınlarımız geleneksel rollerinin ve istihdam biçimlerinin dışına çıkmakta başarılı olamamaktadırlar. Bu durumun nedenlerinin sadece ekonomik değil, aynı zamanda sosyolojik boyutları olduğu da söylenebilir.

In this study, we try to examine the determinants of women’s labor participation rates using panel data regressions of Restricted Least Squares, Fixed Effects Model (FEM), and Random Effects Model (REM). Based on the results of FEM and REM, we find significant relationships between women’s labor participation rates and group spesific variables of unpaid family workers (UCRAIL), ratio of the housewives to the female labor force (EVKDOR), and ratio of the retired people to the civilian population 12 years old and over (EMOR). The results of the emprical study have important implications. First of all, not finding a significant relationships between some macroeconomic variables, such as inflation rate, unemployment rate and growth rate and the women’s labor participation rates can be interpreted that they do not have direct influence on the women’s labor participation rates. Secondly, such finding also may indicate that there is a lack of integration of female workers into labor markets. Finally, unlike the developed and some developing nations, it is fair to conclude that most of the female workers in Turkey undertake their traditional tasks and find jobs which are considered as traditionally women’s jobs. Therefore, it can be argued that these implications have not only economic consequences, but also sociological dimensions.
