Finansal istikrar ve otomatik dengeleyici olarak rezerv opsiyon mekanizması

Abstract

Rezerv Opsiyon Mekanizması (ROM), Türk Lirası zorunlu karşılıkların belli bir kısmının döviz ya da altın cinsinden tutulmasına olanak tanıyan makro ihtiyati politika aracıdır. Bu çalışma TCMB'nin kriz sonrası finansal istikrarı sağlamaya yönelik olarak tasarladığı ROM'un, otomatik dengeleyici özelliğinin VAR modeli ile incelenmesini içermektedir. Çalışmada ROM'un otomatik dengeleyici işlevi, ROM kullanımına etki eden değişkenlerin ve sermaye hareketleri ile döviz kurunun ROM üzerindeki etkileri etki tepki analizi ile incelenmiştir. Etki tepki analizi sonucunda elde edilen bulgular, ROM'un otomatik dengeleyici olarak çalıştığı ancak bu işlevin simetrik olmadığı ve farklı bir kanalla çalıştığı yönünde olmuştur. ROM, otomatik dengeleyici olarak çalışmakta ancak bu TL ve yabancı para kaynakların maliyetinin yanında ROM kullanımını etkileyen diğer değişkenlerin katkısı ile gerçekleşmektedir
