SOSYAL NORMLAR ve VERGİ UYUMU

Abstract

Tax compliance of taxpayers is a matter of great concern to tax administration and government. The decision of tax compliance depends not only on the level of income, the tax rate, the likelihood of an audit and the penalty rate, factors that are against tax system and administration, but also on non-economic factors such as social norms, moral values, social unity, political institutions and attitudes. The effect of social norms on the individual's tax behavior is widely studied by of tax researchers and administration. The main purpose of this study is to explain the relationship between social norms and tax compliance and to evaluate the tax administrations' campaigns in Turkey. In this study, firstly, the conceptual framework of social norms and genres is examined. In addition, examples with regard to social norm campaigns are revealed.Then, the campaigns and activities of the Turkish tax administration to increase tax compliance are examined. Finally, the results and recommendations are explained.

Mükelleflerin vergi uyumu davranışı vergi idaresi ve hükümet açısından önemli bir konudur. Vergi uyumu kararı sadece gelir seviyesine, vergi oranına, denetim ihtimaline ve ceza oranına değil, sosyal normlar, ahlaki değerler, sosyal birlik, siyasi kurumlar ile vergi sistemi ve idaresine karşı tutum gibi ekonomik olmayan faktörlere de bağlıdır. Sosyal normların bireyin vergi davranışını nasıl etkilediği vergi araştırmacılarının ve vergi idaresinin ilgisini arttırmaktadır. Bu çalışmanın esas amacı sosyal normlar ile vergi uyumu arasındaki ilişkiyi açıklamak ve Türkiye'deki vergi idaresinin vergi uyumunu arttırmaya yönelik kampanyalarını değerlendirmektir. Bu çalışmada ilk olarak sosyal normların ve türlerinin kavramsal çerçevesi incelenmektedir. Ayrıca sosyal norm kampanyalarına ilişkin örmekler anlatılmaktadır. Daha sonra Türk vergi idaresinin vergi uyumunu arttırmaya yönelik kampanyaları ve faaliyetleri incelenmektedir. Son olarak sonuç ve tavsiyeler açıklanmaktadır.
