Abstract

Toplumsal yaşamın kalitesinin arttırılması siyasal sistemin iyileştirilmesinden ayrı düşünülemez. Kamuoyu, demokratik siyasal sistemin temel taşlarından biridir. Demokrasinin olmazsa olmaz koşulu kamuoyu tarafından sisteme gösterilen rızadır. Çağdaş demokratik rejimlerin geliştirilmesindeki yeri nedeniyle kamuoyu olgusunu çeşitli boyutlarıyla ele almak önemlidir. Bu makalede, demokratik rejimlerin en önemli unsurlarından biri olan kamuoyunun tarihsel süreçte nasıl ortaya çıktığı, demokratik toplumsal gelişme ile kamuoyu arasındaki ilişki, medyanın kamuoyu oluşumundaki rolü, kamuoyunun demokratik rejimlerdeki önemi ve gücü İncelenmektedir.
