Abstract

El ensayo que se presenta pretende explicar por qué la carrera administrativa en Colombia, a pesar de siete décadas de vigencia normativa, sigue siendo una ficción en la gestión pública del país. Para ello, inicialmente se presenta una conceptualización básica, para seguidamente describir los principales antecedentes que han caracterizado este proceso en el país, aspectos que resultan esenciales para abordar el acápite central, en donde se clasifican las apreciaciones realizadas por los expertos entrevistados a profundidad con el fin de establecer qué factores han impedido en Colombia la plena vigencia de la carrera administrativa. This article tries to explain why, despite seven decades of normative force, administrative promotion in Colombia is still fictional in the country's public management. For this explanation, the article first shows a basic concept and then describes the main historical background which has characterized this process in the country; this aspect becomes essential for tackling the main topic where ideas provided by experts who were deeply interviewed were classified with the purpose of establishing which factors have hindered a full force of the administrative promotion in Colombia.
