Abstract

Los estudios realizados en el país sobre la asignación de subsidios utilizando la estratificación como instrumento de política pública se han enfocado en estudiar si la estratificación permite reflejar el diferencial de ingresos de los hogares. Bajo este contexto, para que el modelo de subsidios establecido en la ley 142 de 1994 resulte más equitativo, es necesario que se introduzca la estructura de ingresos y gastos de las familias, puesto que el pago de los servicios públicos participa en una proporción significativa dentro del gasto de los hogares. Studies in the country on the allocation of subsidies using stratification as an instrument of public policy have focused on studying whether the stratification can reflect the difference in household income. In this context for the pattern of benefits provided in Law 142, 1994 to be more equitable, it is necessary to enter the structure of income and family expenditure, since the payment of utilities has a significant participation in the expenditure of homes.
