Valoración económica de la reducción del ruido por tráfico vehicular: una aplicación para Medellín (Colombia)

Abstract

El objetivo de este trabajo es la determinación de los beneficios económicos que obtendrían los hogares de zonas residenciales en la ciudad de Medellín (Colombia) por la reducción del ruido por tráfico vehicular. Para tal propósito se utilizó el método de valoración contingente en combinación con información de percepción de calidad acústica de los hogares. Este enfoque permitió estimar la disponibilidad a pagar esperada por la reducción de un decibel en los niveles de ruido a los cuales están expuestos los hogares. Los resultados demuestran que si se aplica para la ciudad un programa, política o proyecto que logre una reducción generalizada de 5 decibeles en el ruido por tráfico vehicular los beneficios económicos agregados ascienden a 397 millones de pesos colombianos al año. El estudio concluye que estos resultados generan conocimiento importante para hacer más efectiva la toma de decisiones en el marco de políticas regionales con respecto a la gestión de la reducción del ruido por tráfico vehicular. 

The objective of this paper is to determine the economic benefits ob­tained by households in residential zones in the city of Medellin (Co­lombia) by the reduction of noise and vehicle traffic. For this purpose, a contingence valuation method was used combined with information regarding the perception of the acoustic quality at the different hou­seholds. This scope led to the estimation of the expected willingness to pay for the reduction of one decibel in the noise levels that house­holds are exposed to. Results show that if this program is applied in the city through a policy or project that is able to achieve a generalized reduction of 5 decibels in the noise generated by vehicle traffic, the aggregated economic benefits can reach up to 397 million Colombian pesos per year. The study concludes that these results generate impor­tant knowledge that can be used for more effective decision-making within the regional policy framework in respect with noise reduction management due to vehicle traffic.

O objetivo do presente trabalho é a determinação dos benefícios econó­micos provenientes de casas de áreas residenciais na cidade de Medellín (Colômbia), através da redução do ruído do tráfego veicular. Para o efeito foi utilizado o método de avaliação contingente em combinação com informações sobre a percepção da qualidade de som das casas. Esta abordagem permitiu-nos a estimar a disponibilidade de pagar prevista pela redução de um decibel nível de ruído ao qual estão expostas as casas. Os resultados mostram que, se ela se aplica à cidade um progra­ma, projeto ou política que atinge uma redução generalizada de 5 dB no ruído de tráfego veicular, benefícios económicos montante global de 397 bilhões de pesos colombianos por ano. O estudo concluiu-se que esses resultados geram importantes conhecimentos para fazer tomadas de decisão mais eficazes no contexto das políticas regionais no que diz respeito à gestão da redução de ruído de tráfego veicular.
