PINQUA: periferia urbana tra inclusione e marginalità

Abstract

La ricerca affronta il tema della rigenerazione urbana e si propone di valutare criticamente l’esperienza dei programmi innovativi per la qualità dell’abitare (PINQUA), introdotti dalla L. 160/2019, nonché di verificare la capacità di tali programmi di incidere sui reali processi di cambiamento della città, valutandone le proposte progettuali avanzate sia in termini di adeguamento dell’esistente e/o sia di avvio dei processi di trasformazione dell’assetto urbano. Oltre ad anticipare i capisaldi del PNRR - inclusione sociale e rigenerazione urbana - il PINQUA per dell’ex centro- direzionale pubblico denominato “Palazzo degli Specchi” a Ferrara si è focalizzato su alcuni elementi innovativi come l’accessibilità, la sicurezza e la rifunzionalizzazione di spazi e immobili pubblici in un’ottica di coesione sociale e di sostenibilità ambientale.
