La sicurezza alimentare come diritto: per un approccio sistemico

Abstract

Il tema della sicurezza alimentare globale ha acquisito una nuova centralità a partire dal biennio 2007-2008 in cui, a causa dell’improvviso aumento dei prezzi agricoli, milioni di persone al mondo hanno registrato un peggioramento delle condizioni di vita, particolarmente drammatico nei Paesi in via di sviluppo (Cohen, Smale, 2014). È stato stimato che l’incremento dei prezzi del cibo, che ha causato un effetto reddito negativo per le famiglie, si è tradotto in alcuni Paesi in un aumento della spesa pubblica finalizzata ad alleviare la povertà superiore al 3 per cento del Pil1(Dessus et al., 2008). Il perdurare della crisi economica, ambientale ed energetica implica una rielaborazione del concetto di sicurezza alimentare, ormai sempre meno inquadrato attraverso le categorie Nord – Sud tipiche dell’immaginario collettivo e delle narrative sottintese alle politiche in questo ambito (Godfray et al., 2010; Cordell et al., 2009). Anche in Europa, la crescita della povertà rende necessaria una riflessione specifica sulle politiche per la sicurezza alimentare interna, rimaste sostanzialmente ferme alle enunciazioni del Trattato di Roma.
