Abstract

I beni ex-militari hanno la caratteristica di essere di proprietà pubblica e disponibili alla trasformazione: per questo la discussione sul loro riuso ne ha proposto l’utilizzazione come grande occasione anche per la costruzione di un nuovo welfare. L’intervento su questi beni è risultato, però, molto difficile. La riappropriazione ed il loro riuso potrebbe essere campo di sperimentazione per interrogare e innovare la relazione fra istituzioni di governo del territorio e società. Il riuso dei beni militari dismessi è da qualche anno stagnante, in Friuli come in Sardegna; sembra sfumare l’idea che le strutture e gli spazi di pertinenza delle ex caserme diventino “città pubblica”. In FVG alcuni gruppi, che agiscono autonomamente senza la spinta ed il supporto delle istituzioni, si sono occupati della questione negli ultimi anni, mentre in Sardegna il tema più rilevante appare quello delle servitù e dei poligoni militari.
