Given that territorial intelligence can not be reduced to the economic or political interest of a singe faction, it should also be said that the territory is not a hierarchical structure: it is not the structure "within" which to find the citizens; instead, the territory belongs to the citizens. Speaking of information processes, in each territory the information is regulated by the government, but very little is done. The question we ask is whether another type of communication is possible.
