La digitalizzazione della pubblica amministrazione è stata oggetto di numerosi interventi da parte del legislatore. Le ultime riforme del Codice dell’Amministrazione Digitale (CAD) sembrano seguire l’evoluzione delle politiche di e-government perseguite a livello internazionale ed europeo e dedicano una particolare attenzione ai diritti degli utenti nei confronti delle pubbliche amministrazioni digitali. L’articolo si propone di analizzare il concetto di “cittadinanza digitale” che emerge dal testo attuale del CAD e il suo perimetro giuridico, anche alla luce delle esperienze e delle riflessioni maturate nel dibattito sulle smart cities e sulla smart citizenship che, negli ultimi anni, ha assunto una certa rilevanza.
The digitalisation of public administration has been the object of much legislation. The most recent reforms of the Digital Administration Code (DAC) seem to follow the evolution of e-government policies pursued at the international and European level andfocus especially on users’ rights towards digital public administrations. The article aims to analyze the concept of “digital citizenship” expressed by the current text of the DAC and its legal scope, also in light of the experiences and reflections that have emerged in the debate on smart cities and smart citizenship that has grown increasingly relevant in recent years
