La carta di rischio idraulico dell'Adige del 1892

Abstract

In questa memoria viene descritta una tavola, allegata alla voluminosa monografia di Alfred Ritter Weber von Ebenhof, che rappresenta un documento unico nel suo genere. Questa tavola, che delinea in una mappa otto classi di contributo ai costi della regolazione dell'Adige tra S. Michele all'Adige e Sacco, può venire considerata come una delle prime mappe di rischio alluvionale, probbailmente la prima in assoluto. Essa riporta, infatti, una combinazione della frequenza delle inondazioni, dell'impatto sui terreni e gli edifici esposti e del loro valore catastale, cioè dei tre elementi, pericolosità, vulnerabilità, esposizione che compongono il rischio idraulico. La descrizione dei criteri adottati per la sua redazione e per la divisione dei costi tra soggetti pubblici e privati segue un inquadramento storico sia sulla legislazione dell'impero austro-ungarico in tema di diritti delle acque e di finanziamento delle opere di difesa idraulica, sia sulla mappatura della pericolosità idraulica in Europa e negli Stati Uniti.
