Citizenship and security are two over-debated concepts, while their relationship is not. In the first part of the paper three senses of “citizenship” are distinguished: legal status, political participation, social integration. In the second one, a similar distinction is drawn between individual security (in fact, a right to negative freedom), and the individual interest to the goods of social and national/public security. In the third one, finally, relationship between the three senses of “citizenship” e the main, national/public sense of “security” is analyzed. The simple conclusion is legal and political citizenship are almost irrelevant for such a security, while social citizenship, the only really relevant, is the good most difficult to obtain.
Cittadinanza e sicurezza sono concetti molto discussi, mentre la loro relazione non lo è. La prima parte del lavoro distingue tre sensi di “cittadinanza”: status giuridico, partecipazione politica, integrazione sociale. La seconda traccia una distinzione simile fra sicurezza individuale (di fatto, un diritto alla libertà negativa), e interessi individuali ai beni della sicurezza sociale e nazionale/ pubblica. La terza, infine, analizza le relazioni fra i tre sensi di “cittadinanza” e il senso principale di “sicurezza”, quello nazionale/pubblico. La conclusione è semplice: le cittadinanze giuridica e politica sono quasi irrilevanti per la sicurezza, mentre la cittadinanza sociale, l’unica davvero rilevante, è il bene più difficile da conseguire.
