Enfatiza sobre el aspecto fiscal de la descentralización y la importancia de entender las repercusiones que puedan tener las transferencias intergubernamentales en los gobiernos locales. Analiza los efectos de las principales transferencias fiscales del gobierno central en el gasto y recaudación de las municipalidades desde 1993 y expone el uso de estos fondos en el ámbito local. Asimismo, aporta información sobre los modelos de descentralización fiscal adaptados a la realidad peruana. El propósito final es identificar los incentivos buenos o malos para la mejora del gasto de los gobiernos locales y la creación del afinamiento del sistema de transferencias, con el fin de evitar la reducción del esfuerzo fiscal y aumentar la eficiencia del gasto a nivel local.
