Capacidades militares que contribuyen a la mejora de la información sobre la infraestructura educativa

Abstract

La propuesta que se genera como resultado de la presente investigación pretende contribuir con superar la visión limitada de la década de 1990, y que aún sobrevive en administraciones estatales, sobre considerar la incorporación del gobierno electrónico en la gestión pública señalándolo, como un proceso propio de lo tecnológico o un asunto de informáticos, más que de políticas públicas (como garantía de cambios culturales), y que hasta la fecha solo han proporcionado resultados en asuntos fiscales. La presente investigación se centró en la generación de una propuesta de método de trabajo para el recojo y validación de la información sobre infraestructura educativa en zonas declaradas en emergencia, donde el Ejército del Perú cuenta con capacidades militares, de acuerdo a su rol estratégico de apoyo al desarrollo, idóneas para hacer que esta información que se necesita recabar o contrastar sea de calidad, en términos de precisión, confiabilidad y oportunidad.
