Impacto económico del reintegro tributario en la Región Selva

Abstract

En un escenario de constante debate respecto a los beneficios y exoneraciones tributarias que otorga el Estado peruano, y si el gasto tributario en que incurre el Estado cada año ha logrado su objetivo de establecer un mejor sistema tributario para muchos peruanos y de desarrollar determinados sectores económicos regionales, como el comercio en la región selva del país, surge la pregunta ¿ha existido un impacto económico en la eliminación de reintegro tributario? En el presente trabajo se estima el impacto de la eliminación del reintegro tributario en el precio promedio al consumidor de siete productos con reintegro tributario en los departamentos de Amazonas, Madre de Dios, San Martín y Ucayali. Se utiliza dos enfoques, el primero es cuasi experimental mediante la elaboración de una regresión discontinua y se especifica dos umbrales. El primer umbral es en el mes de junio de 2005, con la exclusión del departamento de San Martín de este beneficio tributario. El segundo umbral es en el mes de julio de 2007, con la exclusión de los departamentos de Amazonas, Madre de Dios y Ucayali. Posteriormente se contrastan los resultados con el enfoque de diferencias en diferencias.
