Abstract

El estudio de la exclusión social ha sido abordado por diversas disciplinas, en particular los economistas han abocado sus esfuerzos en definirla, mensurarla y evaluar sus efectos sobre las economías. Sus características de multidimensionalidad, relatividad y dinamismo han dificultado la consecución de dichos objetivos. En numerosas oportunidades, debido a la ambigüedad de su definición, es tratada (erróneamente) como sinónimo de desigualdad social. Sin embargo son fenómenos sociales distintos, que afectan al desarrollo y crecimiento económico de una sociedad.El presente trabajo se propone discutir el concepto de exclusión social, exponiendo sus diferencias con la desigualdad social. Adicionalmente se presenta una revisión respecto a la relación de ambos fenómenos sociales con el desarrollo y crecimiento económico. En una tercera sección se expone un breve análisis de estadística descriptiva respecto a dimensiones relevantes en los procesos de exclusión para Argentina, reconociendo su dificultad para la medición. Reconociendo las limitaciones del análisis propuesto, se concluye que Argentina presenta una convivencia relevante de situaciones de exclusión y desigualdad social.

The study of social exclusion has been approached by diferent disciplines; in particular economists have focused their eforts on deining, measuring and evaluating its efects on economies. Social exclusion characteristics of multidimensionality, relativity and dynamism have made it diicult to achieve these objectives. On numerous occasions, due to the ambiguity of its deinition, social exclusion is addressed (erroneously) as synonymous with social inequality. However, they are diferent social phenomena that afect the development and economic growth of a society. This work aims to discuss social exclusion conceptually, exposing their differences with social inequality. In addition, a review is presented regarding the relationship between social phenomena, economic development and growth. In a third section, a brief analysis of descriptive statistics regarding relevant dimensions in the exclusionary processes in Argentina is provided, recognizing its diiculty for measurement. While recognizing the limitations of the proposed analysis, it is concluded that Argentina seems to coexist with situations of exclusion and social inequality.
