Abstract

La economía mundial se caracteriza por una creciente fragmentación de la producción en etapas productivas, las cuales se encuentran situadas en diferentes geografías. La necesaria interconexión entre dichas actividades puede analizarse bajo el modelo de producción global denominado Cadena Global de Valor, el cual echa luz sobre estos procesos de deslocalización productiva, así como también sobre las dinámicas imperantes en dichas redes. De manera simultánea, los gobiernos subnacionales -a partir de una creciente participación en la esfera internacional- pasaron a desempeñar un activo rol en la atracción de estas actividades productivas hacia sus territorios.No obstante, la simple participación en estas cadenas no garantiza beneficios directos y a largo plazo sobre las economías domésticas. En consecuencia, el presente ensayo plantea la necesidad de orientar las políticas paradiplomáticas hacia un mayor agregado de valor y un escalonamiento dentro de las cadenas globales de valor.

The world economy is characterized by an increasing fragmentation of production in productive stages, which are located in different geographies. The necessary interconnection between these activities can be analyzed under the global production model called Global Value Chain, which sheds light on these productive delocalisation processes, as well as on the dynamics prevailing in these networks. At the same time, subnational governments – with a growing participation in the international sphere - began to play an active role in attracting these productive activities towards their territories. However, participation in these chains does not guarantee direct and long-term benefits on domestic economies. Consequently, the present essay raises the need to orient paradiplomatic policies towards a greater value aggregation and its staggering inside the GVC.
