Abstract

El presente trabajo de investigación aborda el concepto de gubernamentalidad, categoría que fuera desarrollada por el filósofo francés Michel Foucault (2006), con la finalidad de relacionar las formas de gobierno neoliberal con la racionalidad política populista, aportando elementos teóricos que permitan responder a la pregunta sobre si ambas racionalidades representan formas de gobierno antagónicas o entre ellas existen continuidades que haga posible reconocer las transiciones en América Latina de los gobiernos populistas a gobiernos conservadores y neoliberales. La pregunta por el antagonismo y la continuidad de los dos tipos de gubernamentalidad se genera por la situación política actual de la región latinoamericana, donde se vive un fin de ciclo de los gobiernos denominados post-neoliberales que funcionaron bajo una lógica populista, y la emergencia de experiencias de gobierno neoliberales que acompañan la política cotidiana con el desarrollo de planes de ajustes. Este trabajo de investigación abordará de forma crítica la paradoja de los gobiernos post-neoliberales que basaron su acumulación de poder mediante una perspectiva maniquea de la sociedad, abandonando el enfoque marxista para devenir en miradas populistas que construyen una otredad antagónica que se aglutina por fuera de intereses de clases, y la continuidad de políticas de mercado, como es el caso de la Venezuela actual, o proyectos de desarrollo basados en el extractivismo, cuestión que es transversal a toda la región. Como metodología se desarrollará una hermenéutica de textos de Foucault, como de análisis de coyuntura latinoamericana, y de aquellos referentes a la cuestión de la gubernamentalidad.

The present research deals with the concept of governmentality, a category that was developed by the French philosopher Michel Foucault (2006), with the purpose of relating neoliberal forms of government with populist political rationality, providing theoretical elements to answer the question On whether both rationalities represent antagonistic forms of government or between them there are continuities that makes it possible to recognize the transitions in Latin America from populist governments to conservative and neoliberal governments. The question of antagonism and the continuity of the two types of governmentality is generated by the current political situation of the Latin American region, where we live a cycle end of the so-called post-neoliberal governments that operated under a populist logic, and the emergency Of neo-liberal government experiences that accompany daily politics with the development of adjustment plans. This research work will critically address the paradox of post-neoliberal governments that based their accumulation of power through a Manichean perspective of society, abandoning the Marxist approach to becoming populist looks that build an antagonistic otherness that agglutinates outside Class interests, and the continuity of market policies, as is the case in Venezuela today, or development projects based on extractivism, an issue that is transversal to the entire region. As a methodology, a hermeneutic of Foucault's texts will be developed, as well as analyzes of Latin American conjuncture, and those related to the question of governmentality.
