Discapacidad en contexto: origen social y responsabilidad colectiva

Abstract

De manera corriente se concibe a la discapacidad como un problema de salud e individual, independiente de su contexto social y económico. De acuerdo con el sentido común, adquirir o nacer con una “deficiencia” acarrea problemas para la integración social y la inserción laboral. La discapacidad se percibe como una tragedia personal que puede sobreponerse, en parte, con la rehabilitación médica y la buena voluntad de la persona afectada de adherir a los tratamientos. Siguiendo esta línea, al Estado corresponde brindar a quienes no pueden valerse por sí mismos ni cuentan con una familia presente, asistencias mínimas para su subsistencia. Sin embargo, de acuerdo a concepciones desarrolladas por las propias personas con discapacidad es la sociedad la que construye esta condición. Las barreras de acceso sociales, culturales y arquitectónicas construyen a los cuerpos que se denominan “incapaces” o “deficientes” mediante clasificaciones implícitas que indican qué es normal y anormal, quien puede participar de los diversos ámbitos y quién no, qué es un cuerpo sano y uno enfermo, qué es ser capaz y para qué. Tales clasificaciones responden a un orden de producción que genera injusticias y desigualdades.
