El presente artículo tiene como objeto de estudio una función considerada fundamental dentro del amplio proceso de la organización y administración de elecciones: el empadronamiento electoral; con el objetivo de aproximarse a la cuestión de hasta qué punto influye el carácter (des)centralizado del Estado en los procesos de registro de electores. Tras una revisión teórica y algunas precisiones metodológicas, el trabajo aborda los casos de Argentina y Bolivia desde el rol de las provincias y los departamentos. Los resultados muestran una baja iniciativa y eficacia de parte de las provincias argentinas, y un fuerte protagonismo y eficacia por parte de los departamentos bolivianos.
This paper analyzes a fundamental function within the broader process of organizing and administering elections: voter registration. The objective is to examine the extent to which the (de)centralized character of the state affects voter registration processes. After a theoretical review and some methodological details, the article addresses the cases of provinces and departments in Argentina and Bolivia, respectively. The results suggest the Argentinian provinces show weak initiative and are not very effective, and Bolivian departments are strongly pro-active and efficient.
