Movilidad ocupacional en un mercado de trabajo segmentado: Argentina, 2003-2013

Abstract

En el pasado reciente ha habido una proliferación de artículos abocados al estudio de la segmentación del mercado de trabajo en Argentina. En ese marco, el presente artículo se propone analizar un aspecto particular de dicho fenómeno como son las transiciones laborales. Para la identificación de los distintos universos se recurre a una actualización del criterio “productivo”. Concretamente, la pregunta que orienta este trabajo es ¿en qué medida el crecimiento del empleo en el segmento con mayor productividad logra absorber trabajadores de aquel con menor productividad? A partir de información de la Encuesta Permanente de Hogares (EPH) para el período 2003-2013 se construyen series estadísticas y bases de datos de panel, que permiten concluir que el empleo en el segmento de mayor productividad creció en forma significativa, pero este comportamiento no estuvo basado en el movimiento de trabajadores entre segmentos.

In the last years, many papers have studied labor market segmentation in Argentina. In that context, this article aims to analyze transitions between the different segments of the labor market. An updated version of the “productive” approach is used to identify both segments. Specifically, we want to answer to what extent workers can move from low-productivity to highproductivity segment when the last one grows? By building data series and panel data sets using Permanent Households Survey (EPH, for its acronym in Spanish) for the period 2003-2013, this paper concludes that jobs in high-productivity segment increased considerably, but this was not based on the reduction of the number of low-productivity ones.
