Innovación organizacional e institucionalización conflictiva de las organizaciones de la economía popular : El caso de la Confederación de Trabajadores de la Economía Popular (CTEP)

Abstract

En su relativamente corta trayectoria, la Confederación de Trabajadores de la Economía Popular (CTEP) creó en su seno una Escuela Nacional de Organización Comunitaria y Economía Popular (ENOCEP) para la formación de los trabajadores del sector, y una Mutual de Salud denominada “Senderos” que en 2016 inició los trámites para la creación de la Obra Social de los Trabajadores de la Economía Popular (OSTEP) para la atención de los afiliados de la CTEP y sus familias. Estos procesos de innovación organizacional se dan un momento en el que las organizaciones de la economía popular han ingresado a una nueva etapa, de sindicalización, en la que su principal herramienta gremial, la CTEP, se ha propuesto la creación de instituciones, infraestructura y leyes para el sector. El carácter bifronte de la configuración identitaria actual de la CTEP y su estrategia de “institucionalización” del sector en un contexto de recomposición neoconservadora, le imprimen a estos procesos organizativos especificidades que analizamos en este trabajo a propósito del periodo 2014-2017.

In its relatively short trajectory, the Confederation of Popular Economy Workers (CTEP) has created the National School of Community Organization and Popular Economy (ENOCEP) to educate the workers of the popular economy sector, as well as a Mutual Association called Senderos which, in 2016, started the procedural formalities to create the Trade union-run Medical Insurance for Popular Economy Workers (OSTEP) to attend the affiliate members of CTEP and their families. These processes of organizational innovations take place in a context in which the organizations of the popular economy have entered a new stage of unionization. The CTEP, the main tool of such unionization, is aimed at establishing a set of institutions, facilities and laws for the sector. The “bifronte” (two-faced) nature of the current identity configuration of CTEP and its strategy of “institutionalization” within a context of neo-conservative restoration involve specificities that are analyzed in this article concerning the period 2014-2017.
