Historiography considers Carlos Pellegrini was the promoter of the project of unification of the foreign debt of 1901. The riots against led to the declaration of a state of siege and the failure of it. The consequences were important in Argentina politics of the early twentieth century. From the analysis of several sources this paper it suggests that Pellegrini was not its author although the press considered it as such.
