Abstract

El objetivo de este trabajo es analizar la participación de Argentina frente a las crisis políticas de países latinoamericanos, haciendo foco en sus iniciativas y acciones de protagonismo vinculadas a la resolución de tales crisis, para determinar el nivel de influencia ejercido por su diplomacia en cada una de las situaciones. Para cumplir este objetivo tratamos ocho casos de crisis políticas en países latinoamericanos, entre 2002 y 2012. Observamos que Argentina, si bien cooperó activamente en la búsqueda de soluciones institucionales a las crisis, lo hizo bajo un formato heterogéneo de propuestas, las cuales en su mayoría no fueron concretadas. Concluimos que su capacidad de influir para desenvolver poder convenciendo a otros actores, o bien negociando de la mejor forma posible sus iniciativas o acciones, estuvo disociada de su capacidad de atracción, lo cual la alejó de toda estrategia de persuasión.

The target of this work is to analyze the participation of Argentina opposite to the political crises of Latin-American countries, doing focus in its initiatives and actions of leading role linked to the resolution of such crises, to determine the level of influence exercised by its diplomacy in each of the situations. To fulfill this target we treat eight cases of political crisis in Latin-American countries, between 2002 and 2012. We observe that although Argentina cooperated actively in the search of institutional solutions in the crises, it was under a heterogeneous format of proposals, which mostly were not specified. We conclude that its aptitude to influence to unroll power convincing other actors, or negotiating of the best possible form its initiatives or actions, was dissociated from its attraction capacity which removed it from any persuasion strategy.
