Democratizar las comunicaciones en Argentina: las estrategias de las organizaciones sociales (2001- 2010)

Abstract

A partir de 2001 en la Argentina se multiplicaron los medios alternativos, las veedurías y observatorios de medios, las alianzas entre organizaciones que venían previamente trabajando en comunicación con el fin de fortalecer su capacidad de incidencia, controlar la vigencia de los derechos de comunicación, o impulsar reformas legales, y las experiencias de militantes que ofrecen servicios de comunicación a organizaciones sociales. Además, desde entonces la comunicación comienza a aparecer como una problemática de creciente importancia en la agenda pública tanto gubernamental como social, hasta llegar al debate parlamentario y social de un proyecto de nueva ley de servicios de comunicación audiovisual que se aprobó en 2009. ¿Qué características tuvieron estas prácticas y cuáles fueron las condiciones que las hicieron posibles?

Since 2001, in Argentina, the alternative media, the media observatories, the partnerships between organizations that have been working on communication in order to strengthen their influence capacity, control the exercise of the rights of communication or promote legal reforms in this field, and the experiences of activists who provide communications services to social organizations, have been multiplied. Furthermore, since then, communication is beginning to appear as an issue of growing importance in the public agenda both in governmental and social, up to the parliamentary and social debate of a new broadcasting bill which was adopted in 2009. Which were the features of these practices, and which were the conditions that made them possible?
