Reforma urbana y control del suelo en Argentina

Abstract

El articulo hace un recorrido de los fundamentos y objetivos de las propuestasde reforma urbana y control del suelo que se plantearon en los últimos cincuentaaños en Argentina donde la urbanización se caracterizaba por la concentraciónde los beneficios urbanos en unas pocas ciudades, fomento de la industrializacióne insuficiente generación de empleos; crisis de infraestructura urbana ydeterioro ambiental. La reforma urbana debía permitir superar los desequilibriosregionales, terminar con la dependencia de las ciudades del interior y lograr unamayor integración entre áreas rurales y urbanas. Durante los últimos años unmovimiento, Habitar Argentina que reúne organizaciones de base, instituciones,universidades y organismos internacionales, trabaja para reactualizarla y lograrimplementar una reforma urbana. La autora analiza algunas de las nuevas herramientasde control del suelo que emergen a nivel nacional, provincial y local yexamina los avances y obstáculos que se discuten en la región.
